Community Risk Reduction
The Pleasant Valley Joint Fire District works hard to safeguard our community from fire and environmental hazards by utilizing the Five "E's" of Community Risk Reduction:
- Education
- Engineering
- Enforcement
- Economic Incentive
- Emergency Response
Our goal is to not only meet minimum requirements established by the Ohio Revised Code, the Ohio Fire Code, the National Fire Protection Association and the International Code Council, but to exceed those provisions through our continued efforts of self-improvement and commitment to public safety.
Education
Education is a fundamental part of keeping our community safe. Our educational programs are a team effort coordinated by the Fire Marshal and implemented jointly by educators, fire safety inspectors and firefighters.
Hands on instructional classes can be tailored to all age levels and for businesses, religious and civic groups, schools, individuals and families. Public events may include a visit by the firefighters with a fire engine and/or medic unit (if available).
To schedule an educational program or public event, please contact us at (614) 873-4067 or via email at fireprevention@pleasantvalleyfire.com .
Engineering
The Pleasant Valley Fire District conducts plan reviews for new construction as well as renovations of existing buildings. The fire district works closely with the Village of Plain City (Building Permits processed through the Village of West Jefferson Building Department), the Union County Building Department and the Madison County Building Department to ensure that zoning, health and safety standards are achieved as they relate to property within the district.
When is a permit required? (Examples)
- Building a new building
- Occupying an existing building for commercial use under a new name
- Additions
- Alterations

Enforcement
The Pleasant Valley Fire District conducts fire safety inspections on all of the businesses located within the district as well as foster and adoption home inspections. Through inspections, we ensure compliance with applicable fire and life safety codes. Our target is to inspect each occupancy annually, with special hazard occupancies more frequently.

Economic Incentive
Economic incentives are utilized to promote community risk reduction activities. These are various measures used to influence behavior either positively or negatively. We strive to promote the positive opportunities available to the community including free installation of smoke alarms in partnership with the American Red Cross, free child safety seat installation and potential savings on insurance premiums to name a few.
To request a smoke alarm installation or child safety seat installation, please contact us at (614) 873-4067 or via email at fireprevention@pleasantvalleyfire.com
Emergency Response
We know that even with the best effort, all emergencies cannot be prevented. The fifth "E" in community risk reduction is our safety net. The Pleasant Valley Fire District has a professional staff made up of firefighter/EMT's and firefighter/paramedics who provide 24-hour fire suppression and emergency medical services. The districts firefighters are trained and equipped to respond to a variety of special rescues, rope rescues, water/ice rescues and hazardous materials incidents. In addition, mutual aid agreements with our neighboring departments are available to assist with larger scale incidents, fires and special rescues.
